Mr. Welsh holds a civil structural engineering degree and has over 25 years of construction management experience, including 18 years supporting Federal projects for agencies such as USACE, DoD, and GSA. Throughout his career, he has managed the full lifecycle of complex projects, overseeing estimating, engineering, procurement, construction, commissioning, and closeout. As Manager of the Project Management Office, he leads a team of project managers, each supported by dedicated project teams. He brings extensive experience in building high-performing project teams and establishing effective project management offices to support successful project delivery.
